I will harp about this forever, but what I have concluded from over three years of research and what I feel is the primary cause of 95 % of road fatalities the U.S. is human behavior, in particular, bad behavior. The American approach to traffic fatalities has always been a very passive approach. You can tell people to be safe but without a system that requires people to be educated on the rules of the road and sets a standard before they can take a driver’s test, people will ignore public relations because the information is not required to have a driver’s license. Most states require no training for adults to have a driver’s license.
Since people don’t know the laws in the U.S., the next step is to have a system in place to rigorously enforce the traffic laws. When you don’t, people do what they want to on the streets with their cars with impunity. I just returned from Oslo and Copenhagen and found a very civilized street environment. Why? After talking to drivers there, they related how difficult the process to get a license was and if they break the traffic laws, they will be heavily fined and can lose their license very easily because of aggressive automated traffic enforcement used in those countries.
